Why is it does someone have to make threats, to make others comply with requests?

Question:
I sent an email notice to someone that was selling a textbook online and contacted them numerous times requesting this book.

It was only until I told them I will report them of a scam ... if I don;t hear back from them, I got a refund for the textbook they listed.
Answer:
It's because most people don't take each other seriously anymore, or because many people see niceness as weakness. I can remember a guy at work who wanted me to date him, and every time I was nice about things, he simply did not get it and continued to badger me further. It wasn't until I threatened to turn him into the supervisor that he finally canned it.
